DownloadWomen’s leadership: Evidence Review
The Office of Development Effectiveness (ODE) commissioned a literature review to explored:
- Definition of women’s leadership: How does Australian aid define women’s leadership (in policies, strategies or programs)? How does this compare to other donor approaches and international literature?
- Data availability and quality: Are there adequate data (in Australian aid and other donor contexts) to assess the effectiveness of women’s leadership programs on gender-equality outcomes and broader development outcomes? What is the quality of these data?
- Leadership and empowerment links: Is there evidence to link women’s economic empowerment and women’s leadership outcomes? What does existing evidence say and what is the quality of this evidence?
A second report was commissed to help guide ODE to design an evaluation of AusAID’s support for women’s leadership. The Evaluability Report synthesises evidence collected through an evaluability assessment. This involved a review of the international literature, documents from seven AusAID programs which have supported women’s leadership, and tracer studies from five Award programs.
Reserved seats for women: Encouraging female political participation in the Pacific
Women’s political representation in the Pacific remains an ongoing issue for Parliaments in the Region. While some would argue that the issue of reserved seats for women has helped to increase female political participation, the Chair of the Commonwealth Women Parliamentarians Pacific Region Steering Committee, Hon Elizabeth Burain (MP from Autonomous Region of Bougainville, PNG), suggests it could in fact be having the opposite effect, leaving many women to be regarded as second class citizens.

DownloadProject Report: Candidates Training: ‘Transformative Leadership and Campaign Training for potential women candidates’
This Project Report summarises candidates’ training that was held in Honiara, Solmon Islands for five days from the 2nd-6th December 2013. Fifteen participants from 8 provinces in the Solomon Islands attended the training. This included three men twelve potential women candidates from 8 provinces (including Honiara) who expressed interest in contesting the 2014 National Elections were identified by the Solomon Islands National Council of
Women to participate in the training. The training was organised by Voic Blong Meri and UN Women Pacific.

This evaluation was commissioned to review the Rise Up! program of the YWCA Solomon Islands. This Program is in its fourth year of implementation and has reached over 700 people in 4 different provinces of the Solomon Islands. Rise Up! is funded through the Pacific Leadership Program, a Department of Foreign Affairs and Trade–Australian Aid initiative that supports influential Pacific leaders to shape and lead developmental change, and the World YWCA, a global network of women and girls working for justice, peace, health, human dignity and care for the environment.

DownloadA Guide for Women Candidates in the 2013 LLG elections in PNG – Campaign Handbook
PNG’s Office for the Development of Women (ODW) wants to help women who are thinking about contesting the 2013 Local-level Government (LLG) elections.
As part of this help ODW is supporting the distribution of a Campaign Handbook for potential LLG women candidates that has been prepared by the Centre for Democratic Institutions.
The Handbook is part of a strategy to help women candidates prepare well for the election and increase their chances of success. The advice and checklists contained in the Handbook will help women candidates to make decisions about whether they are ready to stand for election and how to plan their campaigns. The Handbook contains practical information to help potential candidates:
- Part 1: Understand the role of LLG councilors, presidents and mayors
- Part 2: Understand LLG election laws
- Part 3: Thinking clearly about why they want to stand for election and what they have to offer their communities and
- Part 4: Preparing a winning election campaign.

This Report considers the first hand accounts of women who contested the 2012 election, a group of media representatives and a group of representatives of political parties. The impediments to the participation and representation of women in public decision making roles in PNG are found across all parts of life in PNG. The Report makes findings and recommendations based on the data collected at the Election Diagnostic Workshop and, using that evidence base, acknowledges the need for a multifaceted response to a complex problem with multiple causes and manifestations.
